Lack of Budget Options

How I would love to have a budget to fuss over! I started a preschool center with a friend who is a youth minister and unfortunately circumstances forced us into being owned by the church we were working through. (Long story). As director, I have no budget. None, zip, nada. So there has been no marketing at all to attract new clients to a brand new opened center! We have been open since Oct. 2006 and are finally up to an enrollment of 11 children, who of course are not there every day. So one day I will have 2 kids and maybe 5 kids the next. My partner tells me that when we start paying all bills and salary (mine is the only one so far since she was already a salaried employee as the youth minister) then we can start asking for budgeted items from the church council. This just wasn't my plan when we started this process a little over a year ago.

I just wanted to vent a little (teeny tiny) bit.

Wow, no budget. Does that mean all your bills and payroll are subsidized by the church? So how do you purchase supplies, pay bills etc? Do you just turn them into the church for them to pay?
It's imperative you do some marketing to get your program going. Can you advertise in the church bulletin (usually free)? Could you meet with the church council to plead your case?
Did you do a survey before opening the center to determine the need for services in the area?

When our church opened a center they gave me $12,000 to get it started. I paid the $12,000 back by the end of the year and was self sufficient from that point on with our own budget. When I left after 14 years it was an over $300,000. dollar business. ( That was back in 1997)
